What MCS is actually for

The Microgeneration Certification Scheme certifies installers of solar PV, solar thermal, heat pumps, small-scale wind and biomass. Certification costs around £2,000 a year, assessed annually by an approved certification body.

Most installers describe it as a quality mark. It is one, but that is not why it decides whether you eat.

MCS certification is the gate on the customer’s money. The Boiler Upgrade Scheme grant for a heat pump, the Smart Export Guarantee for solar, and most housing association and commercial specifications all require the installation to be carried out by an MCS-certified installer. Without certification the customer does not get a smaller grant — they get nothing.

That single fact should reorganise how the work is sold. Your competitor is not the uncertified installer down the road. Your competitor is the customer deciding not to bother this year, and the strongest argument against that is arithmetic they can check.

What you need to get it

  • Qualifications for each technology.

    Solar PV needs City & Guilds 2399 or the BPEC PV units; heat pumps need the BPEC heat pump route. Certification is per technology, and holding one does not imply the other. Evidence: qualification certificates for each installer and each technology.

  • Insurance.

    Public liability at a minimum of £2m, professional indemnity covering design errors, and employer’s liability if you have staff. The PI requirement catches people out — you are designing systems, and design carries a liability a fitting policy does not cover. Evidence: an insurance schedule showing every cover type and limit.

  • A quality management system.

    Documented procedures for site survey, system design, installation method and commissioning. Evidence: the written procedures, covering every stage.

  • A complaints procedure.

    Written, and referencing the MCS Consumer Code dispute resolution route. Evidence: the procedure document.

  • An application through a certification body.

    NICEIC, NAPIT, Viridian and HIES among others. They audit the QMS and inspect completed work. Evidence: the application, with completed installations available for inspection.

  • An initial audit.

    Of the management system and of installations on site. Evidence: recent completed work available to inspect.

What you have to keep doing

  • Pass an annual audit

    By your certification body — documentation reviewed, installations possibly inspected.

  • Issue an MCS Installation Certificate within ten working days

    Of every qualifying installation. Ten working days, not thirty. This is the obligation that trips new certificate holders, because the customer’s grant claim depends on it, and a slow certificate means a customer chasing you during the part of the job that used to be over.

  • Keep up with the standards.

    MCS standards and the technologies underneath them both move, and CPD is an explicit obligation rather than a suggestion.

Sell the grant, not the badge

Almost every MCS-certified installer’s website says “MCS certified” somewhere near the logo and then says nothing else about it. That is a wasted asset, because the certification is only interesting to the customer through what it does for them.

What it does is this. A heat pump quoted at a certain price becomes that price minus the Boiler Upgrade Scheme grant, and the grant is only available through you. A solar installation becomes an installation with an export tariff attached, and the tariff is only available through you.

So the page that wins the job is not the accreditations page. It is the page that does the sum. Here is the system, here is the price, here is the grant, here is what you actually pay, here is what the certificate we issue means for your export payments. Written for somebody sitting at a kitchen table with a calculator, which is exactly where this decision gets made.

The certification unlocks the number. The number sells the job. Most installers publish the certification and leave the number to a phone call, and a meaningful proportion of customers never make the call.

The obligation that costs the most, quietly

Ten working days for the installation certificate sounds administrative. In practice it is the difference between a happy customer and a bad review, because the customer cannot claim their grant until it lands.

The failure is nearly always structural rather than a matter of effort. The engineer finishes the job, the commissioning data goes into a folder on somebody’s phone, the person who registers installations is on site all week, and the certificate goes in on day fourteen. The work was good. The experience was not, and the review says so.

Fixing that is a process problem — commissioning data captured at handover, registration on a fixed day each week, and the certificate treated as part of the job rather than as paperwork that follows it.

The mistakes we see most

  • Assuming one technology covers another.

    Solar PV certification does not certify you for heat pumps, and the qualification routes are entirely separate.

  • Skipping professional indemnity.

    You are designing, not just installing, and the design is what gets claimed against.

  • Publishing the logo and not the sum.

    The grant is the argument. The badge is only the reason you can make it.

  • Late installation certificates.

    Ten working days, and the customer’s money is waiting behind it.

Certify before the demand, because the demand is announced

Renewables demand in this country does not build gradually. It steps, and it steps when policy moves — a grant level changes, a scheme opens, an energy price makes the news, and enquiries go from a trickle to a queue inside a fortnight.

Certification does not move at that speed. Between writing the quality management system, gathering per-technology qualifications and waiting on an audit slot with a certification body, the realistic answer is months. So a firm that decides to get certified because the phone has started ringing arrives on the far side of the surge, when the customers who were going to move have already booked somebody.

This is the single most expensive timing mistake in the trade, and it is made repeatedly, because the trigger to start is the demand and the demand is exactly what you cannot wait for.

The alternative is to treat certification the way you would treat a vehicle or a hire licence: a capacity decision made in a quiet quarter, on the expectation of work rather than on the evidence of it. Which is uncomfortable, because it means spending in a slow month for a return you cannot yet see.

The mitigating fact is that most of the cost is the quality management system, and the QMS is largely a one-off. Once it exists, adding a second technology later is a much smaller piece of work than the first was — so the expensive step is the one worth taking early, and the cheap ones can wait for evidence.

Certification is recorded per technology with the qualifying certificates attached, so the question “are we certified for that” is answered from a record rather than from memory when a heat pump enquiry lands.

Commissioning data is captured at handover against the job, which is what makes the ten-working-day registration achievable — the information exists in one place on the day the job finishes, instead of being assembled afterwards from three people’s phones.

Questions renewables installers ask

Is £2,000 the whole cost? It is the certification cost. The quality management system, the qualifications and the audit time are larger, and the QMS is mostly a one-off.

Do I need PAS 2030 too? For funded retrofit schemes, yes — separate certification, separate scope, and both are required for that work.

Which certification body should I use? They assess against the same standards. Choose on responsiveness and on how they handle audits, because that is what you will actually experience.

How long does it take? Expect months rather than weeks, most of it spent producing the documented procedures rather than waiting on anybody.
